These ranges assume standard residential conditions. AZ ranges typical of Phoenix metro. CA ranges typical of San Diego County (coastal labor runs ~15% higher than inland).

Why CA pricing runs slightly higher than AZ
Three real reasons (not plumber gouging):
- Labor costs. California minimum wage and prevailing plumber rates run 10โ20% above Arizona.
- Permit fees. SD County permitting is more involved than most AZ municipalities.
- Coastal corrosion materials. SD coastal homes often need corrosion-resistant fittings that cost more.
Those add maybe 10โ15% to a fair quote. They do NOT justify a 200%+ markup like the Carlsbad customer above got.
